The Anti-Drug Abuse Act of 1988 predated One Strike, You''re Out, and outlined eligibility requirements public housing authorities were to use to screen candidates. 那时候没有满大街的homeless, 吸毒，零元购，抢劫，爆头。根本没有想过去买枪，所以市面上流通的武器也少。现在哪一次mass shooting 结束后不是枪支大卖。这次同样不会例外，虽然控枪呼声很高， 但肯定有更多人回去买枪保护自己。要控枪得先把犯罪控制下来。
